Okay, so here’s the picture I’m doing it with.
First thing’s first. Open up the image you’re using to put the dots on. Then press the little button to duplicate the image in the history window.
On the new image, change the mode to Indexed Color.
And use these settings
In case you can’t see the picture for some reason, use the uniform pallate with three colors.
Lastly, copy and paste the indexed image as a new layer on the original image. Then mess with the opacity until it looks how you want it. Usually I put it between 10 and 20% and it looks pretty good.
